用了when 指在那个时候说某人,当然“在那个时候”不是说“你”.所以这里用进行时.I was not referring to you.

B的话没错 用时态没问题，过去进行时，因为前文是说“当我说有人迟到的时候，我不是在说你”不过你看你最后的那句话，很明显是不在说对方，应该是是was not referring to吧 你说呢
用的是过去进行时，表示我过去说有人迟到与我不是指你同时发生，而用一般过去时只能表明是过去发生的事情，不能强调其同时性……
