你的疑问完全“正确”，一个句子必须有一个时态，第一个括号中主语是单数，因此谓语如果是一般时的话必须用“复数谓语”，所以必须用writes或者wrote

个人觉得应该是：
第一空：writes：表示一贯的行为
第二空：is writing：表示最近一段时间的行为。

第一个应该是writes，就是叙述一件事实。
第二个空应该这样解释，他用来进行时来说明这段时间动作的延续，表示他smith这些天一直在写tv play。
